WOODVILLE — During the course of a follow-up investigation on a missing person case in the 16700 block of Oak Avenue, a Tulare County Sheriff’s Department deputy saw a man in front of the address who appeared to be under the influence of a controlled substance.
At approximately 9:30 a.m., Jose Hernandez, was approached and then arrested on suspicion of being under the influence of a control substance, the Sheriff’s Department reports.
During the arrest, deputies reportedly discovered Hernandez had an active misdemeanor warrant and that he is in violation of registering as a sex offender.
