Lindsay Council OKs landscaping project

Lindsay City Council members unanimously voted Tuesday evening to move the proposed award of bid for the Lindsay Library Landscape Project for consideration at the Council’s next regular meeting on Aug. 10.

The project’s first phase would involve underground work, construction and irrigation costing $92,000.

Councilwoman Pamela Kimball expressed concern that a proposed model of the project had not been presented to the Council.

The first phase of the project would be funded by the USDA, which means there are time constraints, City Planner Bill Zigler said.

“It would be nice to see a final drawing of the project,” Mayor Ed Murray said before the unanimous vote.

Among other items addressed by the council was an action to set nine annual lighting and landscape maintenance districts and placement on the secured property tax role — the council announced a public hearing at its next regular meeting.

The Council approved a time extension for the Lindsay Senior Apartment Project on the corner of Westwood Avenue and Apia Street. The project was initially proposed in February 2006 but was delayed due to the housing market crisis. The Council’s approval for the extension would allow construction to begin soon, Zigler said.

The Council also approved a request by Dwayne Rodriguez and Gina Gomez to construct two commercial service buildings on the southeast corner of Sweetbriar Avenue and Blue Gum Avenue at which time Councilwoman Suzi Picaso excused herself from the room because she lives only 500 feet away from the proposed project.

The Tulare County General Plan was discussed briefly.

Among Council reports, the city received a grant to launch a “Rethink Your Drink” campaign, a plan to promote water and other health drinks as children’s principal source of hydration, Councilwoman Picaso announced.

Following the regular meeting was a closed session for a conference with Legal Counsel Julia Lew regarding pending litigation in four cases of Daubert vs. City of Lindsay, a case in the U.S. District Court and anticipated litigation in a case that was not disclosed.

Lindsay City Council meets at 6 p.m. on the second and fourth Tuesday of each month in the Council Chambers at City Hall, 251 E. Honolulu St.
