Supes to respond to Grand Jury findings, approve labor contracts

County supervisors are scheduled to vote on contracts with two remaining labor unions Tuesday morning.

According to a report from the Human Resources Department, the one-year agreements struck with the Professional Association of Tulare County Physicians and the Government Lawyers Association of Workers include the suspension in several benefits, such as the sick leave buy-back program.

The Physicians association, comprised of nine members, has agreed to 1.92 percent wage decreases, but no furloughs. The lawyers have agreed to across the board pay decreases of between 2.2 percent and 2.73 percent, in addition to a 1.92 percent pay cut in exchange for furlough hours mandated for other county employees.

GLAW has also agreed to drop its unfair labor practice charges against the County. Its members will be given merit increases, a term not included in the County’s other contracts.
According to the staff report, the pay reductions will offset the costs of the merit increases.

On Tuesday morning, the Board of Supervisors will also receive a presentation from the Health and Human Services Agency on the transition of clinic services provided to Tulare Regional Medical Centers in Lindsay and Tulare. It is also scheduled to receive recommendations of its Agricultural Advisory Committee, as well as the County Planning Commission on potential criteria for the development of utility structures on ag land, including those under Williamson Act contracts.

Additionally, it will review, and potentially make changes to the report filed by the Tulare County Grand Jury 2009-2010, which found some problems with inmate clothing and medical and medications services in the local  jails, as well various issues with the County’s foster care program.
