Information below is provided to The Recorder by the Porterville Police Department. It is noted that only arrests are reported and the suspects have not been found guilty of any crime.

Under the Influence of a Controlled Substance
Officers responded to the 1000 block of North Prospect Street regarding a subject possibly under the influence. Martin Rubalcava, 24, was determined to be under the influence of a controlled substance and was arrested and booked at Main Jail.
Under the Influence of a Controlled Substance
Officers contacted Marcie Ortiz, 41, and she was determined to be under the influence of a controlled substance. She was arrested and booked at Bob Wiley Detention Facility.
Warrant Arrest
Officers contacted Mickey Anderson, 25. He had a warrant for his arrest and was booked then cited out.
Warrant Arrest
Officers contacted Paul Carter, 40, on Putnam Avenue. Carter had two warrants for this arrest and he was booked.
Residential Burglary
Officers responded to the 100 block of South Kessing Street regarding a residential burglary. The victim reported miscellaneous tools, including an air compressor and a chain saw, were stolen along with a sewing machine and miscellaneous clothing. Entry was forced through the back door. Physical evidence was located and the investigation is ongoing.
Warrant Arrest / Possess
Stolen Property
Officers were dispatched to Veteran’s Park regarding suspicious subjects loitering. Officers contacted Jose Borquez, 29, and he had two warrants for his arrest. He was taken into custody and was in possession of several personal documents belonging to a victim of a recent vehicle burglary. The victim arrived and took possession of her property. Borquez was booked for his warrant charges and possessing stolen property.
Auto Theft / Kidnapping
Officers responded to the 800 block of West Pioneer Avenue regarding a report of a stolen vehicle that had just occurred. The reporting party stated that her 8-year-old son was asleep in the backseat of the car when it was stolen. Officers who were searching the area located the 8-year-old victim in the 1200 block of North Ohio Place. The child was terrified but unharmed, and he was reunited with his mother. They were both interviewed, and the victim stated that she observed a male subject get in the car and drive away. The 8-year-old described the suspect as an older Hispanic male. Further investigation determined that the victim had just purchased the vehicle from Jesus Tirado. Officers contacted Tirado, and he confirmed that he had recently sold the vehicle to the victim. It was further determined that prior to selling the vehicle to the victim, Tirado had just repossessed the vehicle from a female named Anna Herrera. Tirado stated that when he repossessed the vehicle from Herrera, she kept a spare key. Tirado further stated that Herrera knows the victim and was aware of her having the repossessed car. Tirado stated that Herrera was upset over the vehicle being taken away from her. Officers responded to Herrera’s residence and were told that she was possibly on the Tule River Reservation. The Tule River Tribal Police were notified and Herrera is being sought for questioning in the matter. Porterville Police detectives are continuing with the investigation.
Felony Warrant Arrest / Possession of Methamphetamine / Under the Influence of a Controlled Substance.
Officers contacted Simon Torres, 45, during a traffic stop in the area of Mulberry Avenue and G Street. Torres had a felony warrant for his arrest and was taken into custody. Officers also located packaged methamphetamine in Torres’ sock once he was under arrest. Torres also displayed the objective symptoms of being under the influence of a controlled substance and was booked at the Tulare County jail.
