Silly site

I have just realized that Porterville has one of the silliest areas in California: the Elderberry Bush Forest.

Has anyone seen this silly sight given to us by the ESA (Endangered Species Act)?

It is located on the north side of Highway 190 just east of Porterville; you cannot miss this silly site because this site has its own solar panel building, and also (on most days) has five or six government employees standing around the solar building wondering what to do.

I have heard this silly site cost Porterville over a million dollars; because the new school on Orange and other building projects in Porterville had to replace elderberry bushes; because of the silly little elderberry beetle. The elderberry beetle is in the same grouping as the: Delta Smelt, the Condor, the Spotted Owl and the Fairy Shrimp.

Now, please tell me I am wrong about this silly site. But why would there be a silly Elderberry Bush Forest if it were not true?
