Voting and library card

I just recently returned from an extended stay in Lodi. While there I wanted to get a library card. I went to the local branch filled out the paperwork and handed them my ID.
What a surprise when they told me a California state issued driver’s license was not enough, they needed more.
Now let me say I don’t blame them, books are very expensive. It just confuses me that to check out books a state issued photo ID is not enough, but it is illegal to ask for an ID (to establish legal residency) when people vote.
